India’s dairy sector, which is a backbone of rural livelihoods and agriculture, has entered a pivotal phase. Under the banner of White Revolution 2.0, the Ministry of Cooperation unveiled a sweeping, cooperative-led strategy to strengthen milk production while embedding sustainability and circularity.
In 2023–24, India produced 239.3 million metric tonnes (MMT) of milk, representing 25% of global output.

Despite this dominance, nearly 68% of the surplus (102 MMT) flows through the unorganized sector, making it vulnerable to challenges like adulteration and farmer exploitation. Meanwhile, the cooperative sector handles 56% (about 47 MMT) of organized milk processing. (PIB)
White Revolution 2.0, officially launched on December 25, 2024, aims to reshape this landscape over five years (2024–29) through:
• Formation of 75,000 new dairy cooperative societies alongside restructuring 46,422 existing ones
• Creation of three multi-state cooperative societies focused on sustainable cattle feed, organic manure, biogas, and zero-waste cattle by-product management
This initiative also emphasizes green, cooperative infrastructure supported by SOPs from the Ministry, NDDB, and NABARD. Together, they aim to deliver technical, financial, and market support—a model design for inclusive, climate-resilient dairy futures.

White Revolution 2.0 reframes dairy not just as an economic sector but as a circular ecosystem, fueling farmer incomes, rural employment, and quality assurance. It signals India’s stride toward Viksit Bharat, rooted in equity, sustainability, and cooperative empowerment.
