MP Reviews Road Safety and School Transport Measures in Gautam Buddha Nagar, Seeks Time-Bound Action on Black Spots

35 new black spots identified; action report on 152 high-risk hotspots sought within 10 days

The Member of Parliament from Gautam Buddha Nagar, Dr Mahesh Sharma, chaired a joint review meeting of the Members of Parliament Road Safety Committee (MP-RSC) and the District School Vehicle Transport Safety Committee on Tuesday at the Camp Office auditorium in Sector-27, Noida.

The meeting reviewed district-level road safety measures, accident prevention strategies, emergency response systems, and compliance with school transport safety norms.

High-Level Participation Across Departments

The meeting saw participation from District Panchayat President Amit Chaudhary, Jewar MLA Dhirendra Singh, MP’s representative Sanjay Bali, District Magistrate Medha Roopam, Additional CEO Noida Satish Pal, DCP Traffic Manisha Singh, ADM (Administration) Manglesh Dubey, ARTO (Administration) Siyaram Verma, ARTO (Enforcement) Dr. Udit Narayan Pandey, District Inspector of Schools Rajesh Singh, Basic Education Officer Rahul Pawar, and Executive Engineer, PWD, Kanchan, along with senior officials from the Noida Authority, Greater Noida Authority, Yamuna Industrial Development Authority, and other concerned departments.

35 New Black Spots, 152 High-Risk Hotspots Under Review

During the meeting, Dr. Sharma directed the Noida, Greater Noida, and Yamuna Authorities to expedite improvement works at 35 newly identified black spots across the district.

He also sought a detailed and factual action-taken report within 10 days on 152 accident-prone hotspots identified in November 2025, asking authorities to clearly outline corrective measures implemented so far. The MP stressed that all improvement works must be time-bound, quality-compliant, and aligned with prescribed safety standards.

Engineering Interventions and Physical Verification Stressed

The MP instructed officials to ensure mandatory road engineering improvements at all identified black spots. These include:

  • Scientifically designed speed breakers
  • Reflective and clearly visible warning signage
  • Direction boards and road markings
  • Functional traffic signals
  • Adequate street lighting
  • Installation of CCTV cameras

He also emphasised regular monitoring and physical verification of improvement works at each site to assess on-ground impact.

4E Model Central to Accident Reduction Strategy

Dr. Sharma underscored that road safety cannot rely solely on rule enforcement. He called for strict implementation of the 4E Model—Education, Enforcement, Engineering, and Emergency Care to bring down road accident fatalities.

He highlighted the need for emergency lanes on national highways, regular speed-limit reviews, and traffic-calming measures as essential interventions.

Cashless Accident Treatment Scheme Highlighted

The Assistant Regional Transport Officer (Enforcement) informed the meeting that a cashless treatment scheme of up to ₹1.5 lakh is operational at empanelled hospitals for road accident victims.

The MP directed officials to widely publicise the scheme to ensure that injured persons and their families can access timely emergency care without financial barriers.

Special Drive Announced for School Vehicle Safety

School transport safety emerged as a key focus area. Authorities decided to launch a special inspection drive for all school vehicles operating in the district.

The inspections will ensure compliance with mandatory safety norms, including:

  • CCTV and GPS installation
  • Availability of trained drivers and support staff
  • Regular health check-ups of drivers
  • Vehicle fitness certification and adherence to prescribed standards

Public Participation and Data Transparency

The meeting also discussed measures to encourage Good Samaritan behaviour, establish traffic parks and training centres at urban and village panchayat levels, and strengthen citizen engagement in road safety campaigns.

All departments were instructed to ensure 100% data upload on the Integrated Road Accident Database (IRAD) portal to support evidence-based planning and monitoring.

Departments Assure Time-Bound Compliance

Concluding the meeting, all concerned departments assured the Hon’ble MP that the directions issued would be implemented in a coordinated, time-bound, and quality-driven manner.
