India and Japan Forge Stronger Ties Through JICA’s Five-Point Alliance

On 10 July, in Chennai, the 4th India Japan Business Conference brought together policymakers, industry
leaders, and development experts under the Indo-Japan Business Council. At the center of the discussion was Takuro Takeuchi, Chief Representative of JICA India, who outlined a five-point agenda to strengthen economic cooperation between the two nations.

JICA’s approach is both pragmatic and visionary bridging Japan’s technological strengths with India’s vast human resource and emerging markets.

Semiconductors and high-tech manufacturing: In Gujarat and Assam, JICA is working to build India’s semiconductor ecosystem an effort that includes infrastructure development, industry linkages, and workforce skilling. This reflects Japan’s intent to be a long-term partner in India’s push for self-reliance in critical technologies.

Building a skilled workforce: Recognising India’s demographic dividend, JICA is collaborating with industries to create a structured pipeline of factory workers. This includes curriculum design, expert-led training, and assured placements, laying the foundation for sustainable manufacturing growth.

Medical device innovation: In a collaboration with AIIMS Delhi and Osaka University, JICA is setting up the National Medical Device Centre. The aim is clear: to co- create affordable, durable medical devices with Indian MSMEs making healthcare innovations accessible to millions.

Farming, fisheries, and food security: From demo farms to aquaculture, JICA is extending support to India’s agriculture and fisheries. Its focus is on productivity, organic inputs, and stronger value chains ensuring that small producers remain at the heart of the transformation.

Forests and sustainable futures: Leveraging Japan’s experience in afforestation, JICA is promoting eco- friendly housing and wood products in India, connecting sustainability with market opportunities.
